- Las operaciones se ajustarán a las normas operativas generales, establecidas en ENR 1.1 Anexo BRAVO, reemplazando el punto C, cuyo valor es de 2.000 FT - Prohibidas las operaciones sin enlace con el control - Plataforma limitada: El tiempo máximo de estacionamiento es de UNA (1) HORA. Para permanencias mayores a una hora deberá coordinar con 24 horas de antelación a través del correo: nqn-operaciones@aa2000.com.ar, excepto para vuelos SAN, HUM y STATE. / - Operations will be in accordance with the general operating rules, Annex BRAVO, established in part ENR 1.1, replacing point C, whose value is 2,000 ft - Prohibited operations without link with control - Limited apron: The maximum parking time is ONE (1) HOUR. ÁREA DE ESTUDIOS ESPECIALES NEUQUÉN
1. Reemplácese la aplicación de las superficies de despeje de obstáculos denominadas Superficie Horizontal Interna y Superficie Cónica hacia el sector Norte de la pista 09/27 del Aeropuerto Internacional NEUQUÉN / PRESIDENTE PERÓN, por otra, sujeta a servidumbre aeronáutica y estudios aeronáuticos especiales, denominada “Área de Estudios Especiales NEUQUÉN”, delimitada por las siguientes coordenadas: Punto Latitud Sur Longitud Oeste Vértice A -38° 54’ 24.99’’ -068° 12’ 50.60’’ Vértice B -38° 55’ 09.70’’ -068° 11’ 48.63’’ Vértice C -38° 55’ 47.37’’ -068° 06’ 06.93’’ Vértice D -38° 55’ 39.31’’ -068° 04’ 38.67’’ ARCO de radio 6.000 M, uniendo los Vértices A y D con origen en: THR 09 -38° 56’ 56.24’’ -068° 10’ 13.92’’ THR 27 -38° 56’ 56.56’’ -068° 08’ 27.22’’
2. Determínese el procedimiento para evaluar las solicitudes de futuras construcciones e instalaciones que se pretendan emplazar dentro del “Área de Estudios Especiales NEUQUÉN”, el que se regirá por los siguientes estudios:
a) Estudios Técnicos realizados por la Dirección de Aeródromos, dependiente de la DIRECCIÓN GENERAL DE INFRAESTRUCTURA Y SERVICIOS AEROPORTUARIOS, dependiente de la ADMINISTRACIÓN NACIONAL DE AVIACIÓN CIVIL, para los objetos a emplazar en el área, que no superen los CUATROCIENTOS SETENTA (470) metros de cota en su extremo superior, a efecto de evitar la proliferación de obstáculos.
b) Estudios Técnicos de la DIRECCIÓN NACIONAL DE INSPECCIÓN DE NAVEGACIÓN AÉREA, dependiente de la ADMINISTRACIÓN NACIONAL DE AVIACIÓN CIVIL, si la altura solicitada supera el valor de CUATROCIENTOS SETENTA (470) metros de cota en su extremo superior, en base a los criterios establecidos en los documentos aplicables para el diseño de espacio aéreo y procedimientos para la navegación aérea, incluyéndose, de ser necesario, un CRM (Modelo de Riesgo de Colisión).
3. Para el área cubierta por la proyección del resto de las superficies de despeje de obstáculos establecidas para el Aeropuerto Internacional NEUQUÉN / PRESIDENTE PERÓN, serán de aplicación las especificaciones contenidas en el Manual de Aeródromos de la República Argentina - Volumen I - Aeródromos, o la regulación nacional que lo reemplazare.
4. En el caso de habilitarse nuevos helipuertos dentro del área comprendida por la presente resolución, éstos tendrán la protección que le otorga el Código Aeronáutico a través de la aplicación de la Superficies Limitadoras de Obstáculos establecidas en el Anexo 14 - Volumen II - Helipuertos, de la ORGANIZACIÓN DE AVIACIÓN CIVIL INTERNACIONAL (OACI), o regulación nacional que lo reemplace.
5. Lo dispuesto a través de la presente resolución, es aplicable única y exclusivamente al Aeropuerto Internacional NEUQUÉN / PRESIDENTE PERÓN, y solamente para el área detallada en el Artículo 1º, tratándose de un caso particular (Ver ANEXO ALFA - Plano de “Área de Estudios Especiales NEUQUÉN”).

NEUQUÉN SPECIAL STUDIES AREA
1. Replace the application of the obstacle clearance surfaces called Internal Horizontal Surface and Conical Surface towards the North sector of runway 09/27 of NEUQUÉN / PRESIDENTE PERÓN International Airport, by another one, subject to aeronautical easement and special aeronautical studies, called "NEUQUÉN Special Studies Area", delimited by the following coordinates: Point South Latitude West Longitude Vertex A -38° 54’ 24.99’’ -068° 12’ 50.60’’ Vertex B -38° 55’ 09.70’’ -068° 11’ 48.63’’ Vertex C -38° 55’ 47.37’’ -068° 06’ 06.93’’ Vertex D -38° 55’ 39.31’’ -068° 04’ 38.67’’ ARC of radius 6,000 M, joining Vertexes A and D with origin in: THR 09 -38° 56’ 56.24’’ -068° 10’ 13.92’’ THR 27 -38° 56’ 56.56’’ -068° 08’ 27.22’’
2. Determine the procedure to evaluate the requests for future constructions and facilities to be located within the "NEUQUÉN Special Studies Area", which shall be regulated by the following studies:
a) Technical Studies carried out by the Directorate of Aerodromes, dependent on the GENERAL DIRECTORATE OF INFRASTRUCTURE AND AIRPORT SERVICES, dependent on the NATIONAL CIVIL AVIATION ADMINISTRATION, for the objects to be emplaced in the area, which do not exceed FOUR HUNDRED AND SEVENTY (470) meters of elevation at its upper end, in order to avoid the proliferation of obstacles.
b) Technical Studies by the NATIONAL DIRECTORATE OF AIR NAVIGATION INSPECTION, under the NATIONAL CIVIL AVIATION ADMINISTRATION, if the requested altitude exceeds FOUR HUNDRED SEVENTY (470) meters of height at its upper end, based on the criteria established in the applicable documents for the design of airspace and procedures for air navigation, including, if necessary, a CRM (Collision Risk Model).
3. For the area covered by the projection of the rest of the obstacle clearance surfaces established for the NEUQUÉN / PRESIDENT PERÓN International Airport, the specifications contained in the Aerodromes Manual of the Argentine Republic - Volume I - Aerodromes, or the national regulation replacing it, shall be applicable.
4. In case new heliports are enabled within the area covered by this resolution, they shall have the protection granted by the Aeronautical Code through the application of the Obstacle Limiting Surfaces established in Annex 14 - Volume II - Heliports, of the INTERNATIONAL CIVIL AVIATION ORGANIZATION (ICAO), or national regulation replacing it.
5. The provisions of this resolution are applicable only and exclusively to the NEUQUÉN / PRESIDENT PERÓN International Airport, and only for the area detailed in Section 1, being a particular case (See ALPHA annex - Chart of "NEUQUÉN Special Studies Area").
